The Scoring Gap

Most teams can produce a seven. Few understand what creates a nine.

There is a measurable difference between a response that scores seven and one that scores nine. It is not length. It is not effort. It is not technical capability.

The difference is calibration: the degree to which the response is structured to the way evaluators actually assign scores, what they reward, what they discount, and what shifts a response from credible to preferred.

Most bid teams can produce a seven. Producing a nine requires understanding what separates them.

 

This volume shows that separation in detail, across fifteen scored examples, with evaluator commentary, score-shift analysis, and the specific language decisions that move responses from the compliant band into the high-scoring one.

By the end, the gap is visible. Once you can see it, you can close it.

The doctrine

The difference between a 6 and a 9 is not capability. It is defensibility.

Volume 3 introduces the Scoring Standard, the doctrinal calibration of what an evaluator must be able to see, find, and justify when awarding the highest scoring bands.
