The Evidence Deficit
Capability is everywhere.
Proof is rare.
Most capable organisations have abundant delivery experience and very little of it converted into evaluator-usable evidence. Bids fill with descriptive claims, generic case studies and reusable boilerplate that an evaluator cannot independently verify in the time they have to score.
The gap is not between organisations that have done the work and organisations that have not. It is between organisations that can prove what they did in a form an evaluator can confidently use and those that cannot.
The first creates preference. The second creates a request for further clarification.
This volume builds the discipline that closes that gap: how delivery experience becomes evidence, how evidence becomes verifiable proof, and how proof becomes a defensible reason to prefer one bidder over another.
